As in any social protection system, social security is one of the fundamental pillars. In Andorra, this responsibility lies with the Caixa Andorrana de Seguretat Social (CASS), the institution in charge of managing contributions, healthcare and retirement benefits, temporary disability, maternity, and other social coverage.
What is CASS?
The Andorran Social Security Fund (CASS, as its name in catalan) is the public entity responsible for managing the social security system of the Principality of Andorra. Its main functions include:
- Collection of social security contributions
- Management of healthcare benefits
- Administration of retirement pensions
- Coverage for work-related incapacity, maternity, and accidents
- Monitoring compliance with social security obligations
CASS operates under Andorran social security legislation and is mandatory for most individuals carrying out professional or economic activity in the country.
Contributions 2026
This year, the Council of Ministers approved by decree the establishment of the new CASS contribution rates, aiming to ensure a balance between the sustainability of the healthcare system and its accessibility.
It is important to note that CASS is structured into two branches:
- General Branch: healthcare, sick leave, maternity, etc.
- Retirement Branch: retirement and disability pensions
The following tables show the updated rates for all cases:
Employees (salaried workers)
Concept | Employee | Employer | Total |
|---|---|---|---|
General Branch | 3% | 7% | 10% |
Retirement Branch | 3,5% | 8,5% | 12% |
Total CASS | 6,5% | 15,5% | 22% |
The employer pays monthly to CASS both their contribution and the employee’s share.
Self-employed workers (freelancers)
Self-employed individuals bear the full contribution, equivalent to 22% of the contribution base, distributed as follows:
Concept | Percentage |
|---|---|
General Branch | 10% |
Retirement Branch | 12% |
Total CASS | 22% |
The contribution is calculated based on a reference linked to the average monthly global salary in Andorra, which for 2026 is €2,672.52.
Indicative monthly contributions for self-employed workers (2026)
Tier | Contribution base | Monthly fee |
|---|---|---|
25% | 668,13 € | 146,99 € |
50% | 1.336,26 € | 293,98 € |
62,5% | 1.670,33 € | 367,47 € |
75% | 2.004,39 € | 440,97 € |
100% | 2.672,52 € | 587,95 € |
125% | 3.340,65 € | 734,94 € |
137,5% | 3.674,72 € | 808,44 € |
Different tiers apply depending on income levels and the nature of the economic activity carried out.
Pensioners and other special regimes
Regarding pensioners, individuals receiving a retirement pension from CASS do not pay a standard contribution like employees or self-employed workers. Their healthcare coverage and associated benefits derive from their pensioner status.
On the other hand, voluntary insured persons pay a contribution of 20% (8% general branch + 12% retirement branch) based on the average monthly salary.

How to register with CASS
Registration with CASS is mandatory from the beginning of any professional or economic activity. The general process is as follows:
- Apply for registration as an employee or self-employed worker
- Submit documentation proving the activity
- Obtain a CASS registration number
- Start contributing within the required deadlines
For self-employed workers, the obligation to contribute begins at the start of the activity and continues as long as the activity remains active. Payments are made on a monthly basis.
In addition, many procedures can be completed online using an electronic certificate or through the digital services provided by CASS.
